CT Open Educational Resources Coordinating Council
Legislation
Effective July 1, 2019, Public Act Number 19-117 established the Open Educational Resources Council. This statewide body is charged to identify high-impact courses for which open educational resources will be developed, converted, or adopted; establish a program of competitive grants for faculty members of institutions of higher education in the state for the development, conversion, or adoption of OER for high-impact courses; and promote strategies for the production, use and access of OER, among other actions.
Legislative Reports
The CT OER Coordinating Council is required to report annually to the Connecticut Legislature on:
the number and percentage of high-impact courses for which open educational resources have been developed,
the degree to which institutions of higher education promote the use and access to open educational resources,
the amount of grants awarded by the council and the number of open educational resources developed by grant recipients, and
its recommendations for any amendments to the general statutes necessary to develop open educational resources.
*Task Force recommendations included the formation of a statewide grant program and summit.

Council membership contains student, faculty, staff, and administrative representation from the Connecticut State Community College, Connecticut State Universities, Charter Oak State College, the University of Connecticut, and the Connecticut Independent Colleges.
