The council was established in 2019 through Public Act Number 19-117. Among other roles, this statewide body is charged with:
Identifying high-impact courses for which Open Educational Resources (OER) can be developed, converted, or adopted
Administering a program of competitive grants for faculty members of institutions of higher education in the state for the development, conversion, or adoption of OER for high-impact courses
Promoting strategies for the production, use and access of OER

Council membership contains faculty, staff, administrator, and student representation from the Connecticut State Community College, Connecticut State Universities, Charter Oak State College, the University of Connecticut, and the Connecticut Independent Colleges.
